In April this year, the Ministry of Economy, Trade and Industry of Japan issued an announcement requesting that from July 1, this year, LED light bulbs and LED light fixtures that enter the Japanese market must be affixed with the PSE (Circular Product Safety Sign). Recently, the Shenzhen Inspection and Quarantine Bureau issued a reminder to relevant export enterprises in Shenzhen and asked for timely response. PSE is Japan's product safety mark, Japan's DENTORL Act (Electrical Device and Material Control Act) regulations, 498 products into the Japanese market must pass safety certification.

The pace of PSE is getting closer and closer. What impact will this have on the entire LED industry in Shenzhen and even China? How will the company respond? The upcoming implementation of the new PSE regulations will increase the difficulty of entering the Japanese LED market. In order to respond to the new regulations, the Shenzhen Inspection and Quarantine Bureau specifically reminded Shenzhen-related export companies that they should respond well in time. According to statistics, 80% of China's LED drive power companies are concentrated in the Pearl River Delta region. In 2011, 1002 batches of electric light sources and lamps and lanterns were exported to Japan from the Shenzhen region. The value of goods reached US$50.606 million. The implementation of the PSE mark will inevitably affect Shenzhen. Even the export of related industries in our country has an impact.

The mixed feelings of the Chinese companies in the interview revealed that large companies and small and medium-sized companies have different attitudes toward the PSE. Chen Guoliang, manager of Guangdong Shengdi Technology Co., Ltd., told reporters that the company began to inspect the Japanese market after the “3·11” earthquake in Japan, but the business development is slow, and the market share so far is less than 1%. "The main reason is that the conditions are too harsh. In addition to the internationally accepted standards, the Japanese market has one more PSE standard."

Chen Guoliang said that a PSE certification must have at least tens of thousands of yuan, or even hundreds of thousands of yuan, and finally consider that the combined cost and profit returns are out of proportion. Therefore, the Japanese market has not been enlarged.

In contrast, as the world's largest semiconductor lighting product R&D and production base, Qiu Huanguo, senior manager of International Business Department of Qinshou Optoelectronics Co., Ltd., expressed full confidence in PSE certification. Qiu Huanguo told reporters that PSE certification, like all product certifications, is aimed at improving the quality of LED products.

Qiu Huanguo stated that after the end of the 111th Canton Fair, the company has already begun preparations for PSE certification. The cost for certification is evenly distributed to the unit price of the product and will not bring much impact to the company.

Through certification, you can reduce product safety risks. If problems arise, you can clarify responsibilities. At the same time, certification can also eliminate some enterprises with insufficient qualifications and form advantages that other companies do not have.

In addition, companies can avoid tedious procedures for PSE certification by means of parts procurement and local Japanese certification. Ms. Lin, the chief business officer of Guangdong Zhongshan Optoelectronics Technology Co., Ltd., told reporters that the company did not apply for PSE certification, on the one hand because the company mainly produces low-voltage electrical appliances; on the other hand, because the company completed the certification at the time of purchase, such as Transformers and power lines.
