The standard defines the functional framework and functional requirements for service management in a cloud-aware telecommunications management system and is the second cloud computing standard in the ITU-T M-series standards.

The first two standards are "ITU-T Y.3521/M.3070: Overview of end-to-end cloud compuTIng management" (formally released) and "ITU-T Y.3522: End-to-end Cloud Service Lifecycle" Management Requirements (to be officially released), jointly developed by Datang Software and China Telecom, China Unicom, Microsoft and other companies. Among them, ITU-T Y.3521/M.3070 is the first ITU-T cloud computing standard jointly developed by Study Group 2 and Study Group 13, and is the first M-series cloud computing standard for subsequent cloud The development of calculation management standards has important guiding significance.
